Upgrading Render Plan for Multiple Websites

I currently have two services deployed on Render’s free tier. I’m considering upgrading to the starter package for $7 per month to get a better CPU and zero downtime deployments. Can I host both of my websites on the same instance with the starter package? Or would I need to upgrade each service individually, which would cost $7*2 overall?
