[SOLVED] Service still suspended after free limits being reset

my service was suspended due to reaching the limit of 750 hours. its new year, new month, but my service is still suspended. in the billing pages, it says “You have used 0% of your monthly quota across all of your free instances”, yet my service is still suspended. why?
