I have a web app, which is on the starter tier $7pm. I also just wanted to play around with another side project. When I setup the web service it asked about instance types and I selected free tier.
Am I right in thinking, that each individual web app, would need its own instance and therefore separate billing?

You are correct here. Each service spun up has its own instance type and is charged separately. Account plans (i.e. Individual, Team, Organization, etc.), on the other hand, impact all services within the account.
