Hey, I have 2 web service (service1 and service2). If I decide to upgrade the instance service 1 to the 7$ plan, will service2 also have the upgraded instance or is that done separately?

Whatever instance-type upgrade you’re doing on service 1 will not affect service 2. Each service needs to be upgraded individually per your requirements. So if you upgrade 3 services to the ‘Starter’ instance type, you’ll be charged 3 * $7/month (assuming these 3 services run for the full month)
