What kind of service not having the application to shut down every 15 minutes?

I deployed back end application to your site, and I’, frasturated about the shut down of the back end every 15 minutes.

Which service I can pay for that would not do that ?

Upgrade the service to Starter. Any paid tier does not sleep after 15 minutes.
