Web app keep sleeping after Paid Postgre?

If I pay for the Postgre DB only, the wep app will keep sleeping after 15 minutes of inactivity?

To repeat the answer for completeness:

Paying for a Postgres instance will not prevent the spin-down behavior of Web Services.

Only Web Service free instance types spin-down with inactivity. If you to prevent that behavior, the Web Service needs to be upgraded to use any paid instance type.
