Migrate render db to another render db

my database hosted at Europe
I want to change to America, but the render does not allow

If I create a new database, can I transfer data from the previous one to it?

You will need to follow the instructions here: https://render.com/docs/databases#database-versions--upgrades. Just make sure when you create the new database, it is in the correct region.
