Why cron jobs from outside services dont spin up server after http request?
Im executing 2 cron jobs. The first should return a 503 but spins up the server so the second job can execute a script.
Are only request from browsers accepted for the spin up?

If you need your service to stay online 24/7, you’ll need to upgrade to a paid instance type. Trying to keep free services running continuously with any workaround is likely to cause issues or be unreliable. Free services aren’t designed to operate non-stop.
