Render incident - dashboard now up but Postgres DB unavailable and restarting does not help

Hi Render team.

This post is meant for visibility for you guys in case this adds critical info for your team to solve this incident.
We can now log in to the Render Dashboard, but our PG instance is “unavailable” and restarting it does not help (it says “restarting” and then “unavailable” after a short wait).
