Deploying RoR is in stuck in free plan

I tried to deploy ruby on rails app (backend only), but it’s in stuck with “Delpoying…” message.
I tired to several times and tried to wait 1hour, but still “Deploying…”.

Jan 30 06:17:59 PM  ==> Generating container image from build. This may take a few minutes...
Jan 30 06:19:18 PM  ==> Uploading build...
Jan 30 06:19:46 PM  ==> Build uploaded in 22s
Jan 30 06:19:47 PM  ==> Build successful 🎉
Jan 30 06:19:47 PM  ==> Deploying...

Please help me…
