If I select free service for my static app. if i my app gets popular among people will the service be stopped till my free pack limits for montly ? or it wont block ad will make me pay for the extra bandwidths and other limits.?

If you do not have a credit card on file, you’re service will be suspended if you exceed the 100 GB Bandwidth or 500 minutes build limits.
If you add a card, you will then be billed for overages at $30 for a block of 100 GB Bandwidth. You can limit build minute charges from https://dashboard.render.com/billing#free-usage. See https://render.com/pricing for more details on what’s included with the free plan.
