Port 5432 failed: SSL connection has been closed unexpectedly

We’re trying to import a Postgres Database following the steps here: Migrate from Heroku to Render | Render

However, we get the following error when trying to run the pg_restore command.

pg_restore: error: connection to server at "dpg-cao3ds441lseiku86c7g-a.oregon-postgres.render.com" (35.227.164.209), port 5432 failed: SSL connection has been closed unexpectedly

Also, we have a paid plan, how do we access chat support?

I was able to solve this issue by adding my IP to the whitelist of external IPs.
