Plans selection disabled

My project (cf-prod-api) is currently locked on a “Starter plus” plan. I can downgrade, but I can’t pick a higher plan. There’s no message telling me why it’s like that, so I’m not sure if it’s a bug or a legit limitation.

Using the latest Firefox on Linux.

Usually that happens when you did not enter a credit card. Have you done that?

Yes, I’ve been debited successfully each month since July 2020.
