Seems like its specific to my ISP as other folks are able to access without any issues.
I am also having this issue on a newly deployed app. I contacted support and hope for a resolution if I am to stay on Render.
Regular health check outages lasting only a few seconds seems related and was fixed by a recent change we made. When was the last time you saw the issue?

We are also seeing a lot of 502 especially this night was horrible.
Multiple instances going down for no reason.
