Is it possible to host a site that has a native html and css page?

Yes, you can totally just deploy a single HTML file. You should use a static site and your publish directory could simply be “.” to indicate that the HTML file is at the root of your repo.
You’ll need to make sure to set up re-write rules to point to this or these html file(s)
