I used to use locale (on other plataforms I would even use a buildpack GitHub - heroku/heroku-buildpack-locale: Install language packs to get it installed). But I’ve tried running commands on the build and many other solutions but nothing seems to work.

Have you considered using Docker [https://render.com/docs/docker] for increased granularity over your installation?
