I just see auto scale up works. But after 30min without traffic 2 instances keep running.
What’s the amount of time to trigger auto scale down?

What were the auto-scaling settings at that time? By default, average memory utilization is set to scale at > 60%, the screenshot you shared seems to show average memory utilization over that threshold at the point where 2 instances are still provisioned.
