I’m currently using Digital Ocean “Spaces” to store user-uploaded images. Would like to switch to Render Disks, but I’m a bit confused about how to make those images in disk accessible via URL … is that possible?

Currently data stored on disks is only accessible via the absolute path where the disk is mounted. We do have a feature request here Cloud Object Storage | Feature Requests | Render for S3-compatible cloud object storage that you can upvote to receive updates.
and how do I be able to write and recover the data on the disk locally?
I’m trying to do disk integration with my application, but it says that the folder where I want to save my files doesn’t exist
