Deploy Error Limit Exceeded on new Standard + Performance plan

Hi I just upgraded to Performance Instance Type on a web service but now when I try to manually deploy a new commit I keep getting the error: “Deploy Error, limit exceeded: max build spend”. However this doesn’t make sense to me since I just upgraded so why is this happening and how can I do a new build?
