does connection between webservices can reach between regions?. Example: webservice in Singapore can connect to database in Frankfurt?

We don’t support this at the moment via the internal private network - you should be able to use the external address across regions but you need to be mindful of latency that would be introduced in doing so,

Yes, I understand that can be slow. But I think it’s useful for an initial approach specially if you want to keep the cost low and dont have to a new db for each region.
